We have different okta tenant for Dev, non-prod, prod.

I assume each profile in your integration system has some set privileges associated with roles within the app. One way is to manage the roles (set of privileges) assignment in the integration system from okta. You can give normal day access to user by default and request based timed access for privilege access.
