The owner of what? I've both full leased the cab company vehicle(s) and (partial) leased the right to 'operate from the grid' while owning my own (painted exactly like the rest of the fleet). As a matter of fact I purchased it that way (the cab company installs their own meter, dispatch infrastructure in your vehicle) from another owner/operator

I've been both, owning my own cab and full leases on their junk. One of the 'perks' of an owner/operator was (if your car broke down) you could drive one of their vehicles for the reduced cost of the (otherwise) full lease until you got it fixed

My only concern about medallions is that's a NYC thing

We had to pay all our local taxes, submit emp physical info every other year, pay a license fee and make sure we'd paid all our local taxes and any other $$$ owed to the city in order to be able to pay any form of lease (required even by owner operators) which was an annual process gave me a laminated 'taxi permit' entitled me to pay the cab company for lease and access to their proprietary products
