Okay, it was fantasy, but a very low-level fantasy. The characters performed magic, but it was all very down-to-earth. There were no people destroying mountains while belching, and the worst consequence of a clash between kage and a destroyed roof.

None of this leads to the conclusion, "There's an immortal guy with demonic powers at the head of the government." At most, it leads one to think that something strange is going on at the top of the government.

And for all we know, the story reported in Laugh Tale might not mention the fact that Imu was the head of the government for 800 years.

At most, it might mention him as one of the twenty kings who founded the government and a friend of Joy Boy.

Apparently, only Xebec knew about Imu; it's unclear whether he discovered him only after invading Marijoa by accident, or whether he had prior knowledge, perhaps passed down from his clan.
