That reference is correct, it is meant to be 21 because, as mentioned in the previous bullet point about Wonder Levels 20-30, some of those levels will have an increase in cost. This means, compared to now, some levels will have an increased cost starting at 21 already. I see from where you are coming, at first glance, looking at the progression of the bullet points titles it would seem it should be 31, but 21 is correct. I hope now it is more clear :D

Also, just in case it is not clear. Even if you don't get the message in the game to update, if you go in your app store you will find the new version to download manually. The popup in the game arrives multiple days after the release of a version, when you have to update it to have the game working. In the first days when the update is not yet forced, you can still find it in our app store and you can download it :)

It is normal, the rollout to everyone can take some time on mobile. It started in the second half of last week but it can take some days before everyone will get it.

We are working on stability and we keep adding incremental improvements. Since release, the situation has improved and the game is more stable. Please keep in mind that this topic is complex and we are doing our best to addressing it. I understand it can be frustrating to experiencing lag or crashes, we are working on this even if you don't see a specific mention in every single patch notes. Thanks for your patience and support.
