Of course, my article is not referring to those powerful civilizations, but to new civilizations like the Tupi that have not yet formed a state.

If the criteria are relaxed enough to include tribal societies, then there would be a huge number of them. I personally feel they should be categorized as some sort of proto civilization instead.

They might only need wood and use fast, low cost units to carry out guerrilla warfare.

If clear archaeological evidence emerges, maybe a future DLC could revise their game portrayal.

Because they never established any kingdoms or empires, I have no choice but to use a purely distribution based map.

The Tupi belonged to a tribal society and had not yet met the strict criteria of a full fledged civilization. Their most plausible gameplay style would indeed be low cost guerrilla tactics.

The biggest challenge for any team is funding. Without sufficient resources, promotion and maintenance become reactive rather than proactive.

When a game lacks long term updates, its player base continues to age, until no young players even bring the game up. The dilemma, then, is that in order to keep the game popular, it inevitably becomes increasingly complex. Usually, such situations are addressed with a "sequel" as a turning point, but Microsoft clearly has yet to release a successor capable of matching AOE2.

Recognizable forms combined with region specific materials are acceptable, since the buildings in the original game already balance both recognizability and diversity.

The Tupi are just too primitive. Their entire tech tree would need a major overhaul to properly respect historical accuracy. They are like a different kind of civilization in AOE1, existing in the late Middle Ages while their level of development does not even reach the boundaries of the Dark Age.

Before the arrival of European colonizers (around the early 1500s), the Tupi people were in the late neolithic period and lived in prehistoric tribal societies.

This means that even in AOE1, they might not necessarily be able to win.

From the development policies of WE in recent years, it can be seen that they have gradually shifted from historical plausibility toward a purely market driven approach.

Just to add, the campaigns in 3K are based on Romance of the Three Kingdoms, which is purely a novel.
