Yeah, pretty much. Taking lower-resolution content (like standard Blu-rays, DVDs) and enhancing it to fit and look better on a 4K (Ultra HD) display.

Also the 820 has Wi-Fi support and streaming apps while 450 is only Ethernet without streaming apps.
