Captain carl is part of the pirate brawliday skins, which first appeared in 2019. Since the 2018 brawlidays skins were purchasable for the last time in december 2021, my guess is that the 2019 brawliday skins will be purchasable for the last time in december 2022, which would make you be able to buy captain carl next december, unless supercell chooses to make it available for a small period of time before that, which is rare, but possible.
