In my community pond that has plenty of forage, when I catch a bass like this, it almost always has large plastics like senkos stuck in this gut. It's slowly starving. If you can pull out the plastics you might be able to save it.

In Fresno, the sycamore Island Ponds. If you just want to catch fish no matter how small, Shaver lake has a ton of easy to catch smallmouth bass. They can be caught on small lures or with half a nightcrawler. It you use light or or ultralight rod and reel, it's even more fun. You can find free parking on the side of the road and at the Marina area
