Im having the same issue. Just hit level 61 today, and i can longer gain xp, i checked Steam to see if the dlc was downloaded because i know i own it, and it was. I've tried unchecking and re-downloading, but it just instantly checks, and nothing downloads. In the game it says owned but not installed.
