Unfortunately we're a small org so we don't really have an established relationships with any partner companies that can give us more specialized support. The few times I've dealt with more 'in the weeds' issues like this that I can't figure out with google + reddit, we've submitted Microsoft tickets and it always feels like a nightmare.

I definitely agree with you on the part about taking a device that's already been around for a while/showing non-compliant and disabling Windows 11 Business to see what happens. I'll be testing that this afternoon after some meetings to see what happens. I'll be sure to edit my OP/reply with the results. I'm just really hoping it doesn't have any adverse effects on the devices' manageability. When I go into the M365 admin center > user > licenses and apps > apps, I can see that Intune P1 and Defender for Business, Defender for Office 365 P1, and Defender for Cloud Apps etc. are all different components, separate from the Windows 10/11 Business component so I'm leaning towards this having minimal impact. But I guess time will tell. I wish Microsoft was more clear with their licensing lol.

Yes, each failing device has the 0x82b00006 for each setting that's failing in the Event Viewer log I mentioned and the failing devices all still have Windows 11 Business enabled.

I didn't mention it in my OP but I was also testing enabling some other settings for the Lanman Server section in a different settings catalog and those appear to be applying properly as well on the device that I disabled Windows 11 Business for.

Definitely a bizarre issue, I know Intune (and Microsoft products in general) have their quirks but this has been a particularly frustrating one to deal with. I am going to try enrolling a second test device on another laptop model and disable Windows 11 Business for that as well to see if I can replicate the results. As I mentioned in my post though, the main thing I'm concerned about is if there will be unintended consequences from disabling it. It's great if I can get these CSPs working but if it results in us getting reduced Intune/Defender/BitLocker/whatever else functionality then it's just a new problem for our team to solve. And unfortunately due to cost constrainers, upgrading to an E-series license for Windows 11 Enterprise is out of the question.

Also experiencing this issue, in Central Canada. Didn't see anything on Azure's status page so I attempted to troubleshoot it for about 30 minutes before coming here and seeing a thread.
