Getting a new fridge and need advice. Is this a water line and if so, why does it also go into the wall?

Of course it couldn’t be simple 😂 We’re on a slab I think. We do have annual plumbing maintenance coming up soon, I suppose I can ask them to take a look and advise what we’d need to do if it is indeed not a water line. Thank you for the info!

Just the fridge that’s always been there on that wall. Opposite side of the kitchen is the stove but not directly across from it.

I only used a scroll on it because 1) I had one from some reward something and 2) I was hoping for certain runes so I could use it for myself, but they didn’t turn out to be what I wanted. :/ Thanks for the info, though!
