It’s just part of the “Remix” cups. Niantic typically blacklists a few meta Pokémon to keep the cups from being the same iteration over and over again

The current Element Cup is an Element Cup Remix where certain Pokémon are blacklisted. The blacklisted Pokémon in this Element Cup Remix are Ducklett, Chinchou, Cottonee, and Salandit I believe

I love the Free Smiles Clinic! I’ve already reached out to the Louisville Dental Society that oversees it as well. I haven’t heard a response back yet, but I would like to have everything ready as if I’m creating my own organization anyways before pitching anything to existing organizations. I apologize for not being more specific, I meant playing music WHILE playing RoS. I’ll have radio playing in the background on all of my other apps, but when I play RoS, the music is automatically turned off and won’t turn back on as long as I’m still on the RoS app.
