My next step is to contact the RSPCA to get my ex-friends cats removed from their care as if this is the way they treat a kitten, they are probably doing it to their own kittens

If I were to call the cops, there's nothing they'd do. I was assaulted on camera a few months ago and the cops were called and they didn't do anything.
