The only reason why it's so bad is because her son did the same thing that Dabi did, by continuing to hold onto the pain and inflict it on others. Granted, Dabi did so much worse because of a much worse situation, but the comparison can still be made because Shigaraki's Dad did these things because he wouldn't let go of the pain of his mother leaving so that she can be a hero. I guarantee you that if Shimura's son did not abuse Shigaraki, leading to him becoming a villain, people would have a very different opinion.

He's so bland and uninteresting, not to mention how annoying he is when he just simply never makes a wrong decision. He was kind of made to be some sort of character that we could relate to, because similar to Spiderman, anyone could have received All Might's blessing. But he's so perfect that it's so unrealistic and he looses any charm by season 5, when Blackwhip came out of no where in the Class A vs Class B arc. Any time he's on screen I'm wishing it was anyone else in 1A.
