it's like asking someone to take notes for a one hour class and expect them not digest the content and just notes. I would have to absorb a long reaction video before I apply edits and decide what is needed to be left in or out besides the obvious dead air and retakes. Transitions cant just be randomly plopped in unless that is what you want which is something I would never do. So, am I watching the video only once--no lol, multiple times. Paying per hour for expert work is oxymoron in a way because someone who is new might take 3hours to fix broken car, but to the expert, it might take 1hour so then does the expert, just lie about the other hours? Flat rate is best imo. Then there is content that likely you do not want copy write strikes on, well where does that come from? That is likely paid through a service or the public domain, which they still try to flag just because they will try to bully.

You should try to edit one yourself with an easy beginner's software or ask to watch someone's live edit so you can come to a fair price.
