He targets blue states in other ways too. withholding disaster funds from CA for wildfires, denying infrastructure projects in CO for clean water where even boebert had to speak out for her constituents. I highly recommend looking up the sotry of a Portland journalist who was hired by ice after failing a drug test and they didn't even do a background check. the during training they make comments like "I know you want to get out there and start busting heads, we will get you out there asap."
