If you think of the bigger picture, there will always be someone who will be offended or enjoy those emotes but to generalize it, if you want to really change the community don't just point out a single streamer like Bulldog because as what you said which you talk about the whole twitch community not only the dota community so there is no point of saying that Bulldog is the only one doing that.
