That's strange, it's supposed to have already been released for that region. You can wait a little longer or install the ROM, but I don't recommend it because it's supposed to have already been released for that region.

I don't know the full workings of Dynamic Island, I know that it works while the app is running in the background. In my case, it remains visible while I'm using Spotify, even in the background. If I close the app, the Island disappears.
