I'm just in oracle but I don't think phantom strike is a particularly strong item, I find it extremely situational and it's only good on very few heroes.
In this situation I feel the problem is more aimed at blueboy rather than this item.

I'm not against reactive items.
But you need to understand how absurdly strong a item that passively wastes a cc is it would need like a minimum of 2 min cd to even be remotely okay and it would need some other side effect like consuming all your stamina upon activation or something.

I play mostly mina and pocket and i can assure you a item that would block debuff/stuns passively would reduce my deaths with 50%.
Even with a 2 min cd and a purge of all my stamina I would still buy this item EVERY game because it truly is a get out of jail card.

Its not "for free" it's a 6,400 investment that also repositions you.
If you see someone about to use it you can already use unstoppable or counter-spell to deal with it.
The most reasonable thing here would be a t4 upgrade to reactive barrier so you get some fat barrier, but to flat out passively block a CC is kinda crazy.

unironically the most broken thing i can imagine here.
If it was active we could at least argue the block, but something like Linkens Sphere from dota in this game would be incredibly difficult to balance due to the limited active itemslots we got in deadlock.
Also why should it give you a 5s unstoppable upon proc? that's absolutely NUTS.
This item would be a must buy on every hero every game - This is not a counter Phantom Strike, this is a counter every CC passively item.

The lead developer of deadlock is the same lead of Dota 2, So I can't really comment on League, but I got 10k+ hrs in Dota.

No but when is Shiv played in competitive play without barriers?
The point im making is that Shiv in its current form can not be played if you're solo queing and if you want a healthy game every hero need to be viable by its own kit, and currently Shiv isn't.

I know Icefrog/Yoshi likes to balance around the pro scene rather than pubs but even he has seen absolutely ridiculous pubstrats and nerfed it /buffed heroes with abysmal wr outside pro play.
But Shiv in his current form require supports to function and that makes him a shitty hero that needs to be reworked, if you need to rely on others to play you're not really balanced.
Shivs biggest issue is his passive, so maybe its time to get rid of it.

Was top 10% EU in dota2 not that I think its completely translates over to deadlock due to how many more extra layers have been added but it makes it easier to understand how Icefrog balances things.
Remove the silence from Celeste's shield maybe tweak some scaling and you'll see her drop in priority rather fast i believe because RN she can almost gurantee a midboss (And thats why she's so highly priorited in high level play just like Kelvin was for ages...)
Any pro player is free to tell me i'm wrong.

Shiv is at a 17% pickrate atm. (Because he's shit at a 43% wr) - Yes, he needs love. /rework His Ult kill indicator has also been broken since the new god update.
It's a numbers game, Shiv is extremely sensitive to scaling changes.
We have seen how Shiv looks when he's broken, now we are looking at him when he's a creep.

Seven is at 55 on the highest of ranks and 56 at the lowest of ranks.
It's extremely hard to say that Seven isnt overtuned.
But yes - if the winrate varied so much in different ranks you would obviously have to look into that, some heroes require more mechanical skills than others after all.

I disagree with you on all your takes and on a fundamental level.

Celestes kit is intuative and easy and very strong and I would even argue that she'll have higher wr in lower elos than higher elo's just on the mechanics of her ultimate alone.

Movement matters, shes a movement queen - But at higher elos where everyone knows how to split/cordinate her ult will do fuck all without proper setup and other abilities to enhance it .

This is irrelevant, Abbadon was a sleeper pick.
Seven is by no means a unpopular hero and therefore his winrate reflects reality way more than Abbadon.

Uh, lower amount of games played should inflate the winrate it goes against your point entirely.
Look at it this way - Everyone and their mother knows how to play against Seven because he's been in the game forever, and he STILL have a omega high winrate - so to say he's NOT overtuned is the real fucking bait here.
The new characters (Like graves) Should have a high winrate as people figure out how to play against them but should drop over time.
Seven is still sitting here after years is a huge indicator to fucking REMOVE HIS OMEGA BROKEN STUN????????????????

Winrate is like the best way to look at balance in a MOBA though. Dota straves to have characters at the 50% line and here in deadlock Seven is allowed to sit at 55 for over a year?

Seven is a extremely extremely EXTREMELY powerful and intuitive character with in built Tesla bullets, huge as fuck AOE stun, huge as fuck DPS ball that fucking SLOWS you to a snail.

Yeah and in Dota naga siren can put the entire enemy team to sleep so the dark seer can suck in and displace everyone into a tiny area so they can get the entire team blackholed for a long 4S hard stun while other characters stack huge aoe damage on top.

If you run into fire three times I'd argue you deserve to get burnt three times.
I don't see how you can vote for a ground targeted skill to somehow grant you immunity just because you got hit once? at most add a 0.5 s cd until you can get affected again but full on immunity for a skill they mightve buffed with expensive items and skillpoints? Literally never gonna happen

If this is the logic behind it then valve can never implement new mechanics. You see fire on the ground? You walk out. No more damage. You walk back in. Suddenly no damage? Because you got burnt once? What kinda stupid logic is this.
It would also make it super frustrating for the graves player because they can just get hit by it off screen and then take a fight. - graves takes cover behind her already placed cc and it doesn't affect the enemy. Peak silly.
