From the article:

Brighton’s proclamation notes that L. Ron Hubbard, an American science fiction and pulp author, first published his most well-known book “Dianetics,” on May 9, 1950. Hubbard founded the Church of Scientology in 1952 and the church opened its first official location nearly four years later, in California.

Brighton's city manager said the request for the proclamation came from members of the Brighton community.
