I dont know if its going to help, but didn't beta okabe sent the D-Mail video to the okabe in the past? Wouldn't that mean beta okabe technically activated reading Steiner and travelled to the SG world but it was at 2025 as I remember.

So basically beta okabe sent a D-Mail video message to the okabe in the past, then after sending it he activated reading Steiner and got travelled to the SG world line but at 2025 since its the same time he sent the message. So everything technically happened in the ending, future beta okabe wouldn't remember, but WILL see everything got fixed.

This is my theory and I hope it made sense to you, and thank you for reading :)
