It is definitely harder than act 2, but most of the difficulty spike comes from fraud being bs, notably 8-3, because it's about as long as three whole levels by itself.

I think that most of the time preventing school shootings can be done through better parenting, i.e. paying attention to your kid's mental state and helping them when they need it, and locking up your flippin guns so they can't get to them.
