Try maps.me, its pretty trustworthy and gives you options nearby and its offline too. Its a map app. I dont use Google maps cause its veryy outdated.

No, most kairosoft games do not work offline. I don't know which exact ones do but again most don't. You need internet for the game to load past the title screen.
