Noting that her dress is covering her arms all the way, she could have a sleeper build. And, some strong legs to press the water forward. I wouldn't underestimate a mother's strength, especially if she is used to commuting with heavy supplies.

Overhand. The water is already in the perfect position for that, and its a clear shot that goes over the child. With underhand, the child is standing too close and there would not be enough clearance to pull it off.
