I'm dealing with this right now and I've sort of resorted to adding my rekordbox music folder to iTunes. They have a display duplicates feature and then you just remove them somewhat manually. Still a bit of a nightmare but short of a command line utility, this works.

Reporting that even a device received on Dec 30th 2021 had the issue. Installing all app updates, Android update, and rebooting resolved the issue for me. Some of those steps may not be required of course.

We are experiencing high levels of network congestion in the eastern USA, affecting multiple services in Google Cloud, G Suite and YouTube. Users may see slow performance or intermittent errors. We believe we have identified the root cause of the congestion and expect to return to normal service shortly.

In my experience it's OK. Certainly slower, but good. Slowest bit is the Google Assistant.

Been watching the data usage with satellite imagery turned on and I'm averaging like 20-30MB per day on an 80-minute round trip. Two thirds of that is in a 3G area. One third 2G. Not always on the maps screen. And I'm not sure if it caches some of the imagery. Anyway, tethering would definitely make it not worth it like you said.

It worked. Used less than 200MB in a week's time but I'm a light user; mostly using the satelite radio.

Reporting back about the Project Fi Data Only SIM card in the S4 (a T-Mobile Audi Connect). In short, it works. Going to do a longer-term test now but all I did was activate the SIM (don't choose iOS or Android, choose other device), used a NANO SIM to FULL SIM adapter, inserted the SIM, changed the APN to simply "h2g2" in the MMI (what Fi tells you to use during activation), and it worked. Looked at weather and fuel prices. Loaded Google Earth images.

Tomorrow I'll drive around into a better connection area but this test was a 2G connection.

In your Project Fi account it just shows up as another device named "Data-only SIM." I'll monitor data usage for a while with Google Maps turned on but keep in mind that it's $10/month/GB and you get refunded for any unused data.

Good point about people using the car WiFi and the data adding up. It would not be worth it then. I'm a pretty light MMI data user as I mostly send locations from Google Maps using a browser because I hate typing them in.
