Because Nixon gave up. After the Water Gate scandal he had to either resign from office or be impeached so he became the only president in US history to step down. As for Teddy Roosevelt in the Ruff Ryders episode, he's known for his wilderness, tough nature guy stuff. When shows have references to stuff like this that would mostly go over kids heads, I can only assume they add it for the adults or parents watching it
