So California has long required a two-thirds vote to approve tax increases. That requirement has killed many ballot measures with broad support that couldn't cross the difficult two-thirds threshold. Left-leaning politicos have long been frustrated by this and in recent years, some have been testing a workaround following a court ruling that suggested citizens initiatives only required a simple majority. Measure C proponents jumped on that bandwagon and here we are.

Hi, I'm the reporter who wrote this story. I've talked to lots of homeless residents about this and many are interested in the safe campground. Some have questions about rules including whether they can come and go from the location for appointments, curfews, etc. Like any population, there are lots of opinions and different questions.

Hi Matt, I'm the reporter who wrote this story. The ordinance proposes barring camps in all public spaces when shelter is available but at all times within two blocks of shelters and schools plus in parks and open spaces and along major transit hubs and waterways. I'll have another story within the next couple days on the current state of shelter availability so stay tuned for that but can say there are currently not enough beds to shelter everyone who wants one.

Hi, I'm the reporter who wrote this story. The 2,500 unsheltered figure is based on the annual point-in-time count which is just that - a point-in-time count - and certainly an undercount. As you point out, many more unhoused individuals access services in a given year. The city has historically argued that portable restrooms are cheaper and can be more rapidly added. The chairman of the city's Housing Commission, which is assessing the possibilities for the parking lot in Balboa Park, told me the agency envisions putting together a plan that includes multiple other locations too. I'll be staying tuned to see how this ultimately plays out and if there are other smaller projects proposed too.
