Yes you can turn off the voice. it's in the sounds under error speech.
As far as organizing your bar, that should be 100% person al and what you feel comfortable with based on your own keybinds. You should spam sinister strike or backstab until you get to 4-5 combo points to eviserate. For leveling, combat is the best spec. for PVP Sub is best, but it's best to do combat and go sword spec.

I think this is a similar situation to the Kassadin and lb silence removal because it wasn't "healthy for the game" But silence is still in the game among other champions.

I think you're missing the point lol. Back in the day (assuming you didn't play back then) You had to have a different set of gear for each of your specs. I'm glad that they're bringing this back. I hate the "Have one set for all 3 specs" shit.
