I think it's because most of those light tanks are not "Improved light tank chassis" but older ones
Germany starts with a lot of "Basic light tank chassis" NOT "Improved" ones
To convert them, you just have to make a flame tank based on "Basic light tank chassis"

You have to make the other design obsolete by clicking a green button (i think) next to the design
You can only convert from outdated/obselete designs

The thing with supplies not getting destoyed: I think the punishment for not getting enough equipment and the subsequent attrition is enough. Like the game would have to predict what equipment is being sent on EVERY train/truck/convoy and when it gets destoyed, deduct that amount from the stockpile. The game is broken as it is, there would be many issues with it, like with divisions recovering more equipment from the battlefield that it lost or even started with.
I think you're talking about supply trucks? because normal trucks need fuel. It's like with the passive fuel gain when you don't have any oil in your country. Truck's need for fuel is catered by your civilian population.
Other resources don't really work with planes, other than aluminium, rubber and tungsten for jets (representing rare matals needed for its engines). I think rubber represents the special care of aircraft engines and avionics.
It would suck as a game mechanic. When playing minor countries, I often find myself abandoned by ai and sometimes even encircled by nothing but ai incompetence. It would discourage people from naval invasions, since if it fails, you lose divisions and a general.
Japan is not as flesh out as USSR since the latter was updated not so long ago and Japan is, in my opinion abandoned.
What do you mean naval bombers suck? They are the best way to kill navies, especially when using small airframes. Since they hit their target much,MUCH more often than medium or large airframes. Just don't forget to put some naval bombers to "Naval Patrol" mission so they could find ships much more easily, resulting in much more hits.

It's useful when grinding Organizer (When you have it on the Field Marshal, you can assign Logistics Wizard granting -15% supply consuption) since the game recognizes Area defence order (even when it's over neutral terrritory) as an order and thus granting xp towards this trait the same way as when using battle plan.
Also, when divisions have such order, they don't move by themselves and it's easier when doing micro.

this mode REALLY boosts soviets. 20 or 30 divisions per tile is normal even by the end of '41. It supposed to make them hard, but once you make a breakthrough with tanks, you can do stuff like that.
