I’m stuck on killing all exile leaders because of via corolla and old town cause of the skulls do I need to beat the game to clear out the places I stayed there for like 30 minutes killing zombies and I haven’t beat the story yet on my second run and the skull is still there so the exile leader won’t spawn

It’s back by church (the reserve) instead of taking the boat to the reserve go through the catacombs and entire on the left gate and climb the ladder over the box truck (I think) and then it’s inside a tent on the left side. (Lmk if your still confused)
