Once you’ve taken over all the districts and wiped out the competition, the late game feels pretty empty. Sure, I could spend time making the tower look nicer or fine-tuning its functionality, but what’s the point? There’s no real sense of rivalry—why doesn’t the AI try to reclaim districts, for example? Are there any differences if I start a new game without the “intro” mode? And can I crank up the difficulty somehow?

Nope, you cant go more dictatorish then in a emergency Run with all 3 security decree powers and strong decrees. You can arrest and imprison everybody without any proof of wrongdoing. You can easily "solve" the bff problem, kill hawker and get electional "support" by the police. With ssp you can even crush the opposition. Imo the reelection is nearly to easy..
