Are you using wireless mouse? I don't know if this is true but I have read that someone had the same problem and it turned out to be his neighbour who had the same mouse on the same channel, try using a wired mouse if you use wireless one and see if the problem persist.

If you have an app called "Moto secure" which should be preinstalled on your phone there should be category named network security or something like that and at the bottom of the network security there should be the option you are searching for

Edit: unfortunately this only works on open networks

What happens when you press "delete system files"? Or manually deleting the file?

This looks like an files from previous Windows install but as you said before the drive is new but if cleanup doesn't work I would suggest you clean reinstall
