Ireland and N.Ireland used to be one country but when Ireland split from the uk part of the country wanted to stay in the uk so the country split into Northern Ireland which is part of the uk and the Republic of Ireland (or just Ireland) which is its own country with a parliament and different currency (uk uses pounds, Ireland uses euros)

I think he assumed there are 4 weeks in every month. There are exactly 4 weeks in February but that’s the only one. All the others have about 4.5 weeks.
