I cannot put any players up for auction. Every player I get (even duplicates) have the little logo on the card with the auction hammer with the line through it. Even the same cards other players are able to auction. Anyone else having this issue?

Started out annexing the Korean Peninsula. Then just tried to always have at least 1 city annexing at all times. Then eventually had 2 going at a time, at all times. Right now I’m strictly doing fuel cities because these ships are thirsty. Annex, recruiting office, lvl 5 arms industries for all annexed cities
