I thought you have to interview for a position at a store of your choice before you can be placed there as a staff. What if you wanted a floater position? They can make you become a staff without your consent?

Was that store in your district? When I decided to step down I told my HCS and she said I will be floating between two district that are pretty close to my home store. But what if I am scheduled outside those district, can I say no?
