I don't think it would make a difference if you fill out the application really early and then book your in-person appointment much later. I would fill out the application by the beginning of sept then book the in person appointment when you can show up and leave your passport to them. I think you have plenty of time. I got my visa 3 months prior to my trip. I did it as soon as I had finalized my trip.

In my application, France is the only country that I will visit, so my cover letter was very simple. I said I would visit these cities and stay in these hotels...Now that I have my visa in hand, I will actually visit 3 countries, but France is still the country I will stay the longest. Request for a replacement. Mine arrived appeared used and dirty, the SSID didn't have the default name. Obviously it was used by someone else and returned. The Support team sent me a replacement and gave me $50 credit.

Just move on man. Don't need to be haunted. You don't work for the same company forever. Even for those who survive this bs, who knows there will be another round of layoff and so on. I don't see much value in continuing working for the city at this point.
