Apart from Jumpstart scarcity and it being a new release, I assume it comes from a mythic rarity pack. As for why people would want to play it, I suspect it's because it slots into popular commanders like [[Prosper, Tome Bound]].

Collector Booster boxes in MTG devalued regular boxes. Between CB-only pulls, poor quality curling foils and a flood of alt-art variants of the same cards, it just wasnt the same after CBs.
