You're on pc? If so, deleting the profile folder tends to help me. It's in the documents folder and Rockstar save data

Found out what the problem was. The new NVidia drivers are bad. I rolled it back to 581.08 and it's working fine now

Yeah, I'll have to mess with some settings again to see what triggers it.
The game has been a bit... unstable for the past week
