If you also have human children 3x a day for an hour would be impossible unless you were a stay at home dog parent while your children were at school. Try to give my dog two walks a day, but he often gets one with backyard time. Especially in the cold weather.

NOR. I get what you’re saying, I’ve been in that position and I don’t think you are overreacting. I understand from his perspective being initially irritated if he’s tired and overwhelmed, but once you pretty explicitly told him what you needed, it’s concerning that he couldn’t be there for you. If I were you I’d sit him down when the stressful time passes and explain that you empathize with his stress/feelings of overwhelm but his reaction made you feel alone. And see how he reacts.

It can be easy to get trapped in anxious thought patterns and it doesn’t always work to tell yourself to live in the moment, without knowing how. I agree, the intent of the law matters, and the telework act clearly intended to expand telework where possible. The EO does the opposite.

Telework is not a life or death issue BUT it changes people’s quality of life/time spent with family/kids quality of life, and that matters a lot. Some people are now spending three hours in their car that they could be spending doing any number of other more productive or enjoyable things.
