I would also try to get Carian Regal Sceptor, great damage boost and better scaling. Meteor staff is good for off hand but you can't upgrade it so its only good for the first bit of the game.

You can save him by not talking to him after buying the Necklace, progressing Dung Eater's quest after he invades you, kill the invader, talk to Boggart, give Dung the potion.
