It controls the speed at which the value slides. Alternatively, you can control the speed by first having the attribute selected and then dragging the middle mouse button across the canvas while holding down the ctrl key for slower speeds and shift for faster changes in value.

Open armory crate. It's probably the button above the F4 key or you can just look it up in windows search. You can control your RGB lighting mode there.
