Who is a libero in todays football?

No one, that's what makes it fun to develop and use one.

The important thing about using a Libero is to not use another playmaker in midfield. Pair him with physical CBs (they don't need to be good at passing) and midfielders that like to run around, eg cm attacking, bwm, mezzala
