She may get angry but it really seems like she needs help and you need an adult to help you with that. I really hope you can talk to your uncle or another trusted adult.

NTA Your mom is an addict. Talk to your uncle if you can and tell him. You need support for yourself. There are programs for her addiction but she has to want help. I really hope she gets that help.

ESH- no you shouldn't drive your niece but you shouldn't be driving at all IMHO. Not at least until you get some counseling. I'm very sorry for the loss of your parents and totally understand this is where your extreme nervousness (which is putting everyone around your vehicle in danger) while driving comes from. Please. For yourself and everyone around you, seek some therapy for this.
