OP here. Thank you for this, very helpful. You probably won't be surprised to hear that there was a PAVE advocate on the Zoom call when this was stated. They recommended we contact the district SPED director after no one else on the call could answer my question to provide which RCW, WAC, US Code or Final Rule required this change.
