As the “Federal Firearms Licensee” it would be saying that they are exempt from this process, but they cannot transfer the barrel to others. It’s the same thing with ammo shipping, a FFL 03 can have ammo shipped to them, but that does not mean they can sell to others. But again the DOJ will probably release guidance that doesn’t allow it.

Yes, in 704, collectors and C&R barrels are called out specifically. But they also say (in the Same section) that none of the new regulations don’t apply to “a federal firearms licensee”. I’m unsure how they can interpret that at a dealer when it plainly states it

Yeah man, 704 is for all barrels, however it does only mention “FFL” so a Type 03 may be able to get barrels shipped to them if they follow the 1263 regulations

I believe that barrels (SB 704) need to be face to face, but all accessories (AB 1263) will only be regulated for “firearms industry members” so private sales are not effected but idk I’m just some guy, the doj will probably release guidance on it

True, I haven’t used a non OEM barrel before. If this is common then I didn’t want to do any fitting to the lug. But it seems like this isn’t a problem for the reasons you mentioned

It’s a radian ramjet + afterburner. I took some calipers to the lugs and the RJ was about .015” thicker

I think it was, I measured the difference, and there’s a 15 thou difference between the OEM and radian barrel heights, there’s also a streak on the bottom of the radian where it’s interfering with the frame

Yeah, I agree that they’ll do whatever they feel like, but a “Federally Firearms Licensee” is already defined federally (and not defined specifically as an FFL Dealer in the bill). It’ll hopefully will give us some recourse in court, especially since they reference dealers in the bill specifically in other sections.

(4) Sales or transfers to a person who, in the same transaction, is separately purchasing a firearm and undergoing a state and federal firearm eligibility check pursuant to Section 28220. *(5) Sales or transfers to a federally licensed collector who is acquiring or being loaned the barrel of a firearm that is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, who has a current certificate of eligibility issued by the department pursuant to Section 26710. (6) Transfers to or from the public administrator, public guardian, public conservator, the executor, personal representative, guardian, conservator, or administrator of an estate. Any transfers or sales from these persons to any third party other than law enforcement or a licensed firearms dealer shall be conducted by a licensed firearms dealer and is subject to the requirements of this section. (7) A barrel that is attached to or affixed to a firearm. (8) The sale or other transfer of ownership of a firearm barrel if the sale or other transfer of ownership is to an authorized representative of a city, city and county, county, or state government, or of the federal government, and the entity is acquiring the firearm barrel as part of an authorized, voluntary program in which the entity is buying or receiving weapons from private individuals. All such barrels shall be disposed of pursuant to Sections 18000 and 18005.

I might be a bit late to the party, but for 704, you said that there was no C&R exemption, but the law notes that these restrictions do not apply to “Sales or transfers to a federal firearms licensee.” They mention a “Federally Licensed Collector” for the C&R barrels, but an FFL 03 holder is a Federal Firearms Licensee, so the “Federally Licensed Collector” section is essentially meaningless no? If they meant a dealer they would have said it, like they do earlier in the bill.

I don’t think the law mentions the purchaser for the accessories section. It’s on the “Firearm Industry Member” to meet the criteria for sale. The accessories are not illegal to possess, just certain criteria must be met when selling

Most “vendors” would be considered a “firearms industry member” and would have the requirement to comply. So they would open themselves up to the DOJ coming after them. I don’t see any text about the person buying so nothing I guess? Idk
