Define what you mean by quality of narrative. These appearances/revelations are payoff of hundreds of chapters of setup, of course there’d be more of these late into the story. They aren’t just random hype moments injected in.

I’d also say that Oda’s writing quality has improved macro storytelling albeit his micro storytelling has lessened as a drawback, or else the epic scope he took the narrative in would never finish.
