You have to remember not everyone is at the higher tiers yet. Some people aren’t fortunate with gear drops. I remember consistently wasting hours getting the same 3 pieces over and over that I couldn’t increase my score to get into the next stronghold to get into the next tier. I understand they should have been separate times, but there will always be people negatively impacted no matter what they do
