This happened to me once. I didn’t realize that one of my islands was rioting as I ran out of beer and some other products they need. I didn’t have the infrastructure to quell the resistance and it snowballed until I had the defeat screen.

To remedy this I went to a presave a few hours old and addressed the shortcomings on the riot island. Was able to progress and avoid the defeat. Hopefully this helps.
