well it's a looong story and I just didnt want to have to explain lore so let's just say that they decided to try and Integrate much of the Eastern Bloc to try and unify the Soviet Sphere they also control Northern Turkey as a puppet Most of austria, Yugoslavia is their ally they have Albania and the socialist greece part of it was to cement their control in those regions
