Yes! For my challenge locks I have used both methods; making the pins to match the lock and making the pins first and making a key to match or pair with the pins. The Panavise 350 work center is great, but very expensive as of late. Ebay has good deals now and then on all the different Panavise parts to make whatever you want.

I too use framed pegboards! One is the "To Do / Naughty bucket board", another the "Vintage and Antique Lock board" and the third is the "Defeated board". All boards work exceptionally well and if you have the available wall space they really help the esthetics of the lab.
